“Use the Budget savings to increase your advertising spend” is the wrong starting point. A temporary reduction in costs doesn't make an unprofitable campaign worth funding, and household relief doesn't guarantee that customers will buy more.

For UK business owners and marketing managers, Autumn Budget 2026 marketing decisions should start with margin, cash availability and reliable conversion data. Before moving money in Google Ads, establish which measures apply, when the cash benefit arrives and whether your next sale will generate enough contribution to justify its acquisition cost.

What the 28 October Budget Changed for Business Costs

Measure Applies from Who it affects PPC planning implication
Small Business Rates Relief, revised thresholds From 1 April 2027 Qualifying retail, hospitality and leisure properties in England Calculate the overhead saving from the property's rateable value. Don't assume the full benefit in the opening quarter.
Zero VAT on domestic electricity, extended 1 April to 1 July 2027, UK-wide Households on domestic electricity supply Treat potential support for consumer spending as a scenario, not a guaranteed demand uplift.
Online marketplace VAT collection From October 2027 UK VAT-registered sellers and other UK businesses reaching the qualifying annual sales threshold on an individual platform Reconcile margins, feed pricing and return-on-ad-spend targets by channel.

These are selected measures from the Budget delivered on Wednesday 28 October 2026, with the announcement and supporting documents recorded in the Government's Budget collection. That collection also records the UK-wide extension of the temporary zero rate of VAT on domestic electricity from 1 April to 1 July 2027 and the planned marketplace collection change from October 2027.

Establish eligibility before allocating savings

For qualifying retail, hospitality and leisure properties in England, 100% Small Business Rates Relief will apply up to a rateable value of £18,000, with tapered relief up to £21,000 from 1 April 2027, according to the Government's Budget announcement.

That is a property-cost measure, not an advertising allowance. Ask whoever handles your rates to confirm the eligible premises, the revised liability and when the reduction will appear in cash flow. Businesses elsewhere in the UK shouldn't assume England's arrangements apply to them.

Domestic electricity relief needs a different interpretation. Its relevance to most advertisers is through customers' household budgets, not a blanket reduction in commercial electricity bills. A retailer can test whether affordability-led messaging improves purchases, but shouldn't put an assumed conversion-rate increase into its forecast.

Practical rule: An announced saving becomes advertising headroom only after eligibility, timing and the business's other cash requirements have been checked.

Separate the policy from the account decision

Marketplace VAT collection concerns the channel through which a sale happens. It isn't an announcement that Google Shopping itself attracts a new advertising charge, nor a reason to stop sending shoppers to your own website.

The Budget contained other measures beyond these selected items. This isn't a complete tax checklist or a claim that employer costs were unchanged. Have your accountant identify any additional payroll, tax or sector-specific effects, then update the cost model used by the marketing team.

Start by marking each table row applicable, not applicable or awaiting confirmation. An unresolved eligibility question belongs in the forecast assumptions, not in an increased daily campaign budget.

How the Measures Change Your Affordable Cost per Sale

Start with the arithmetic: average order value multiplied by gross margin gives gross profit per order. Subtract returns, delivery subsidies and payment fees, unless those costs are already included in your margin calculation. The remaining contribution is the break-even acquisition ceiling before overheads and retained profit.

For a clearly hypothetical order averaging £80 at a 35% gross margin, the calculation leaves £28 before those additional deductions. That's not an acquisition target. It's the starting amount from which you still need to fund fulfilment costs, overheads and profit.

Calculate contribution on a consistent basis

Use revenue excluding VAT where appropriate, and make sure the margin percentage uses the same revenue basis. Otherwise, multiplying a VAT-inclusive order value by a margin calculated on net sales overstates what you can afford to spend.

A marketplace fee increase, a delivery subsidy or a discount can lower the acquisition ceiling even when reported revenue stays unchanged. Use a consistent cost-per-acquisition calculation before comparing campaigns, and distinguish break-even CPA from the lower CPA your business needs.

Rates relief reduces eligible overheads. It doesn't automatically improve the contribution on each product, so record it separately in the monthly cash-flow forecast rather than adding it to product conversion values.

Likewise, don't commit an electricity saving to media because a headline sounds relevant. Check the supply's eligibility and the actual bill first. For a business using commercial electricity, domestic relief isn't evidence of a saving.

Reconcile marketplace revenue before changing targets

According to HM Treasury, marketplace VAT collection is scheduled from October 2027, covering UK VAT-registered businesses and other UK businesses whose annual sales on an individual platform reach at least £90,000.

The threshold is platform-specific. Ask your finance team to reconcile the gross customer payment, VAT, platform deductions, refunds and net settlement for each affected channel. Don't assume a change in who collects VAT automatically creates an equivalent new tax cost.

Keep a separate implementation and cash-flow reserve while settlement arrangements are clarified. For reporting, use separate value rules or profitability calculations for direct and marketplace sales, rather than one blended revenue target that conceals different economics.

A strong revenue ROAS can coexist with a weak contribution margin. Bid against what the business keeps, not simply what the customer pays.

If your affordable cost per sale drops below the account's achieved cost per sale, reduce exposure to the weakest campaigns first. Don't spread the reduction evenly across profitable and unprofitable products.

Three Checks to Run Before Changing Any Spend

Run these checks in order. Margin rankings are unreliable if conversions are duplicated, and budget restrictions aren't a reason to expand a campaign that loses money.

A diagram outlining three essential checks to perform in Google Ads before adjusting campaign advertising budgets.

Check the evidence behind the conversion column

  1. Validate conversion tracking. In Google Ads → Campaigns, add the Conversions, Conversion value and Cost / conv. columns, then segment by conversion action. Compare a recent completed reporting period with orders or leads in your own system, allowing for conversion lag and differences in reporting dates.

Open Goals → Conversions → Summary to check which actions are primary and included in bidding. A purchase recorded through both an imported analytics event and a Google Ads tag shouldn't become two primary sales.

For lead generation, check that a form submission isn't being counted again as another primary lead when the same enquiry enters the CRM. This conversion-tracking guide provides the basis for checking what your account measures.

  1. Rank campaigns by margin, not revenue. Export campaign performance from Google Ads → Campaigns and join it to product or CRM profitability in your reporting tool. For Shopping, use Campaigns → Products → Products to inspect item-level performance and match item IDs to your margin file.

A catalogue with thousands of products needs product-level margin mapping before anyone judges performance from a blended ROAS. Custom labels can group products into margin tiers, but labels alone don't make revenue-based bidding profit-aware.

For service businesses, connect campaigns to qualified opportunities and won revenue. A cheap enquiry that never becomes a viable opportunity isn't interchangeable with a sales-qualified lead.

Distinguish a cash limit from an auction problem

  1. Identify profitable campaigns constrained by budget. In Google Ads → Campaigns → Columns → Modify columns → Competitive metrics, add Search lost IS (budget) and Search lost IS (rank) where available.

The budget column identifies eligible search impression share lost because of budget. The rank column points to an ad-rank restriction, which can involve bids and ad quality. They aren't interchangeable, and these search metrics don't describe every campaign type.

Only consider extra money where reliable conversions, acceptable contribution and a genuine budget restriction coincide. Increasing a campaign budget won't, by itself, solve weak landing pages, poor traffic quality or insufficient ad rank.

Building a 2027 Budget That Survives Expiring Relief

Build your base case from the account's own demand history, product availability and trading calendar. Use a complete seasonal cycle where available, separating ordinary trading from exceptional promotions, tracking changes and stock shortages.

Keep that forecast independent of temporary relief. Your core acquisition plan should remain affordable when the relief ends, without relying on an unproven improvement in customer spending.

Keep the operating forecast and test allowance visible alongside each other.

Give temporary money a temporary job

Ring-fence confirmed savings as a controlled test allowance, not a permanent increase in acquisition commitments. Record the funding source, release condition, test owner and stop condition in your Google Ads budget plan.

Campaign type Use temporary savings for Avoid
Brand search Defending brand terms if competitor bidding rises Permanent increases on brand traffic that would convert anyway
Non-brand search Controlled tests on products with proven margin Fixed commitments that outlast the relief
Shopping Margin-tier segments once feed and price data are clean Scaling before feed quality and conversion volume are sufficient
Remarketing Offer and landing-page tests with holdouts Raising frequency just to spend the relief quickly

Brand defence deserves particular care. A rise in attributed brand conversions doesn't prove that the additional advertising caused those orders. Check the search terms, competitor presence and whether customers would otherwise reach the business organically.

For Shopping, resolve price mismatches, availability errors and disapprovals before funding expansion. Buying more traffic against an unreliable feed makes the experiment harder to interpret.

Test the incremental contribution

Use a holdout or geographically split test where the account has enough comparable demand. Retain a control, change a defined variable and compare contribution after advertising costs, returns and fulfilment.

Set the observation window around your conversion lag and sales cycle. A lead-generation business must allow opportunities to mature; a retailer must allow for refunds. Don't declare success from early conversion volume while those costs remain unresolved.

Use the accompanying video as a discussion prompt when reviewing the spending plan with the person responsible for cash flow.

Don't compare promotional trading with an ordinary period and call the difference a Budget effect. Black Friday and Christmas activity need their own treatment, including discount depth and changes in product mix.

Keep creative, bids and budgets stable enough to identify what caused the result. Release more funding only when incremental profit per click or qualified lead supports it, not because click-through rate improved.

Triggers and Actions Before Your Next Review

Use explicit if-then rules so the business doesn't wait for a scheduled meeting while acquisition economics deteriorate. Give each rule an owner who can investigate it and someone authorised to change spend.

  • If margin falls below the acquisition requirement, revisit the budget. When the affordable cost per sale is lower than achieved CPA, inspect the affected products and campaigns. Reduce the weakest contribution first, rather than cutting every campaign by the same proportion.
  • If conversion rate falls on comparable traffic, investigate before maintaining spend pressure. Compare the same campaigns and products with the equivalent seasonal period, accounting for promotions, stock and tracking changes. Check the website, checkout, search terms, devices and landing pages before assuming the Budget caused the decline.
  • If sales-qualified lead quality weakens, revise acquisition decisions. Use CRM-qualified outcomes, accepted opportunities and won business rather than form fills alone. Ask sales to distinguish unsuitable enquiries from good leads that weren't contacted promptly.

A conversion-rate decline can have several explanations. More broad traffic, a broken payment method and an expired offer require different responses, even if each produces a higher reported CPA.

For lead generation, review outcomes by lead-created cohort. Comparing newly acquired leads with older opportunities that have already had time to close can make current performance look worse than it is.

A list of three marketing triggers and recommended actions to take before your next budget review meeting.

Cut waste without confusing efficiency with growth

Protect the campaigns that produce acceptable contribution, but recognise that improving average ROAS doesn't necessarily increase total profit. Cutting low-return spend can improve the average while also reducing sales volume.

Equally, don't preserve spend just because it supports a revenue target. Finance needs to know whether the next tranche of advertising will produce enough contribution and whether the business can fund the gap before customer payments arrive.

Decision standard: A budget change should improve expected business outcomes, not merely make the dashboard look tidier.

Record both the efficiency metric and the commercial outcome in your reporting KPI framework. For ecommerce, that means contribution alongside revenue and ROAS. For lead generation, include qualified pipeline and acquisition payback alongside enquiry cost.

Take these actions this week

  • Confirm the property position. Ask finance to check each premises' eligibility and obtain the expected revised rates liability. Put the confirmed cash-flow timing into the forecast rather than allocating an assumed annual saving.
  • Open a marketplace reconciliation. Identify potentially affected platforms and ask your accountant how VAT collection, deductions and settlements should appear in profitability reporting. Assign responsibility for updating feed prices and conversion values where necessary.
  • Document the response rules. In the account notes or shared change log, record each trigger, its named owner, the review date and the action that owner can authorise. Include an expiry condition for every temporary increase.

Keep a record of the baseline when making a change. Without the previous margin assumption, campaign settings and expected outcome, the next reviewer can't distinguish a successful test from an unrelated trading movement.

If tracking gaps, unlinked product margins or unclear budget limits still prevent a decision, an account audit and strategy review is a practical next step. Resolve those uncertainties before turning temporary cash relief into recurring advertising spend.
