You've installed a cookie banner, visitors are making choices, and the consent platform reports healthy activity. Yet Google Ads shows fewer conversions than expected, remarketing audiences aren't growing as they used to, and Performance Max appears to be making decisions with incomplete information. That situation is common because a live banner isn't proof that consent data is reaching Google correctly.

For UK advertisers, Consent Mode is part of the measurement infrastructure behind Google Ads, not a cosmetic privacy feature. The important question isn't whether visitors can click “accept” or “reject”. It's whether your implementation passes each choice to Google tags, in the right format, before advertising and analytics tags act on the page.

Direct gtag.js

A direct implementation can be clean when the website already uses gtag.js consistently. The default consent state must be established before advertising and analytics tags execute, and the CMP must issue an update after the visitor makes a choice. The exact values should reflect the business's legal and privacy requirements, not a developer's assumption.

This path becomes harder when a site includes multiple templates, subdomains, checkout systems or third-party scripts. A developer may update the main site while missing the confirmation page, a booking platform or a separate ecommerce domain.

Google Tag Manager

GTM is usually more practical for an SME with a growing tag stack. It gives the marketing and PPC team a central place to manage Google Ads conversion tags, GA4 tags and consent-aware firing conditions.

The trade-off is sequencing. The CMP's consent initialisation needs to happen early, and tags must respect the consent state rather than firing immediately on page load. Server-side tagging can provide tighter control over how data is processed and routed, but it isn't a shortcut around consent. The browser still needs to send an accurate consent state, and the server-side container must honour it.
